The National Organization
ALPHA PHI OMEGA PHILIPPINES maintains a multiple layer of governance in response to its explosive growth in membership that populated widespread geographic areas. Its organizational structure consists of seven (7) main components as follows:
* General Assembly
* National Executive Council
* Board of Directors
* Administrative Regions
* Basic Organizational Units
* Adjudicatory Council
* Constitutional Commissions
General Assembly
The GENERAL ASSEMBLY is the national policy-making authority and, when not in session, such power is discharged by the Board of Directors. The session is held biennially during the month of May on odd-numbered years.
h4. Its composition is as follows:
* *Official Delegates* – are members in good standing having been duly authorized by any basic organizational unit in good standing to be its representatives in all the functions of the General Assembly. Each basic organizational unit is entitled to four (4) official delegates.
* *Regular Delegates* – are members in good standing, duly authorized by their basic organizational units to participate in all activities of the General Assembly, except to be a member of the Electoral College and to approve amendments in the National Code of By-laws.
* *Life Members and the Incumbent Officers*, although required to register, need not be accredited by any basic organizational unit to participate in all deliberations and activities of the General Assembly and the Electoral College.
h4. Its functions are as follows:
* *Legislation* – it is responsible for the determination of policy and the institution of programs, and, in the exercise thereof, it constitutes itself into the Collegiate Convention, composed of members in good standing of collegiate chapters in good standing, and the Alumni Convention, composed of members in good standing of alumni associations in good standing, holding sessions separately.
* *Constituent* – it may conduct joint sessions for purposes of amending the National Code of By-laws through the creation of a Constitutional Commission or the calling for a Constitutional Convention.
* *Electoral* – it constitutes itself into an Electoral College which is responsible for the election of the members of the National Executive Council and the Board of Directors.
National Executive Council
The NATIONAL EXECUTIVE COUNCIL is the implementing agency of the General Assembly and the Board of Directors.
Its composition is as follows: the *National President*; the *Executive Vice President*; the *Vice Presidents for the Alumni, Fraternity and Sorority*; and, the *Regional Directors*.
Board of Directors
The BOARD OF DIRECTORS is the policy-making authority when the General Assembly is not in session. Its composition is as follows:
a) *Voting Members*: the Chair; the Vice Chair; the Directors for the Alumni, Fraternity and Sorority; the Regional Representatives; and, the National President.
b) *Non-Voting Members*: the Immediate Past National President and the National Executive Director.
Administrative Regions
The ADMINISTRATIVE REGIONS are unified geographical areas established for purposes of administration and local autonomy. Each Administrative Region is consists of *Sections*.
SECTIONS are unified geographical areas within an Administrative Region created to facilitate administration, coordination of activities and projects, conferences, trainings, formation of new collegiate chapters or alumni associations and similar functions. Each Section is consists of *Areas*.
h4. Each Administrative Regional Office is consists as follows:
a) The REGIONAL DIRECTORATE is the executive authority of the Administrative Region.
Its composition is as follows: the *Regional Director*, the *Deputy Regional Director* and the *Section Chairs*; Provided, however, that in Administrative Regions where there are *Collegiate and Alumni Regional Directors*, the latter acts as the *Chief Executive Officer* thereof.
The Regional Director is directly elected by the Representatives of all collegiate chapters and alumni associations in good standing within the territorial boundaries thereof during the Regional Conference: Provided, however, that in the Administrative Regions in the Philippines, there are elected *two (2) Regional Directors*, *one each* for the *Collegiate and Alumni*, serving concurrently, and as *Co-Chair* of the Regional Directorate.
The Deputy Regional Director is directly elected by the Representatives of all collegiate chapters and alumni associations in good standing within the territorial boundaries thereof during the Regional Conference; and to function as the *Chief Operating Officer* of the Administrative Region.
The Section is headed by a Chair, who is likewise directly elected by the Representatives of all collegiate chapters and alumni associations in good standing within the territorial boundaries thereof during the Regional Conference: Provided, however, that in the Administrative Regions in the Philippines, there are elected two (2) Section Chairs, one each for the Collegiate and Alumni, serving concurrently, and Co-Chair of the Section.
The Administrative Region, through the Regional Directorate, could create its own administrative organization not otherwise created under the National Code of By-laws.
b) The REGIONAL CONFERENCE is the policy-making authority of the Administrative Region.
It is headed by the Regional Representative. It consists of all members in good standing of collegiate chapters and/or alumni associations within the geographical boundaries thereof.
The Regional Conference is held at least once every two (2) years, but not later than six (6) Months prior to the convening of the General Assembly.
The Regional Representative is directly elected by the Representatives of all collegiate chapters and alumni associations in good standing within the territorial boundaries thereof during the Regional Conference.
There are eleven (11) Administrative Regions, with their corresponding Sections, as follows:
1) National Capital Administrative Region (NCAR). It composes of six (6) Sections:
* Section NC1: (National Capital-1), which composes of the city of Manila;
* Section NC2: (National Capital-2), which composes of the cities of Pasay, Paranaque and Las Pinas;
* Section NC3: (National Capital-3), which composes of the cities of Mandaluyong, Makati, Muntinlupa, Pasig and the municipalities of San Juan, Taguig and Pateros;
* Section NC4: (National Capital-4), which composes of the cities of Kalookan, Malabon and Valenzuela and the municipality of Navotas;
* Section NC5: (National Capital-5), which composes of the cities of Quezon and Marikina; and,
* Section NC6: (National Capital-6), which composes of the province of Rizal and the city of Antipolo.
2) Northern Luzon Administrative Region (NLAR). It composes of four (4) Sections:
* Section 1A: (Section Ilocos IA), which composes of the provinces of Ilocos Norte, Ilocos Sur, Abra and La Union, and the cities of Laoag, Vigan, Candon and San Fernando;
* Section 1B: (Section Ilocos IB), which composes of the provinces of Mt. Province, Benguet and Pangasinan, and the cities of Baguio, Alaminos, Dagupan, Urdaneta and San Carlos;
* Section 2: (Section Cagayan Valley), which composes of the provinces of Batanes, Cagayan, Apayao, Kalinga, Isabela, Ifugao, Nueva Vizcaya and Quirino and the cities of Tuguegarao, Cauayan and Santiago; and,
* Section 3: (Section Central Luzon), which composes of the provinces of Aurora, Nueva Ecija, Pampanga, Tarlac, Zambales, Bataan and Bulacan and the cities of San Jose, Munoz, Cabanatuan, Palayan, Gapan, Angeles, San Fernando, Tarlac, Olongapo, Balanga, San Jose del Monte and Malolos.
3) Southern Luzon Administrative Region (SLAR). It composes of three (3) Sections:
* Section 4A: (Section Southern Tagalog IVA), which composes of the provinces of Laguna, Quezon, Marinduque, and the cities of Calamba, San Pablo and Lucena;
* Section 4B: (Section Southern Tagalog IVB), which composes of the provinces of Cavite, Batangas, Mindoro Occidental, Mindoro Oriental, Romblon and Palawan and the cities of Cavite, Trece Martirez, Tagaytay, Lipa, Batangas, Tanauan, Calapan, and Puerto Princesa; and,
* Section 5: (Section Bicol), which composes of the provinces of Camarines Norte, Camarines Sur, Albay, Catanduanes, Sorsogon and Masbate and the cities of Naga, Iriga, Legazpi, Tabaco, Ligao, Bacon, Sorsogon and Masbate.
4) Northwestern Visayas Administrative Region (NWVAR). It composes of two (2) Sections:
* Section 6A: (Section Western Visayas VIA), which composes of the provinces of Aklan, Antique, Capiz, Iloilo and Guimaras and the cities of Roxas, Iloilo and Passi; and,
* Section 6B: (Section Western Visayas VIB), which composes of the provinces of Negros Occidental and Negros Oriental and the cities of Cadiz, Sagay, Victorias, Silay, Talisay, Bacolod, Bago, San Carlos, La Carlota, Kabankalan, Escalante, Himamaylan, Sipalay, Canlaon, Bais, Tanjay, Bayawan and Dumaguete.
5) Southeastern Visayas Administrative Region (SEVAR). It composes of two (2) sections:
* Section 7: (Section Central Visayas), which composes of the provinces of Cebu, Bohol, and Siquijor and the cities of Toledo, Danao, Talisay, Cebu, Lapu-lapu, Mandaue and Tagbilaran; and,
* Section 8: (Section Eastern Visayas), which composes of the provinces of Samar, Northern Samar, Eastern Samar, Leyte, Southern Leyte and Biliran and the cities of Calbayog, Tacloban, Ormoc and Maasin.
6) Northwestern Mindanao Administrative Region (NWMAR). It composes of four (4) Sections:
* Section 9: ( Section Western Mindanao), which composes of the provinces of Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay and Basilan and the cities of Dipolog, Dapitan, Pagadian, Zamboanga and Isabela;
* Section 10: (Section Northern Mindanao), which composes of the provinces of Misamis Occidental, Misamis Oriental, Bukidnon and Camiguin and the cities of Oroquieta, Ozamis, Tangub, Cagayan de Oro, Gingoog, Valencia and Malaybalay;
* Section 12: (Section Lanao Area), which composes of the provinces of Lanao del Norte and Lanao del Sur and the cities of Iligan and Marawi; and,
* Section 14: (Section Sultaw Area), which composes of the provinces of Sulu and Tawi-tawi.
7) Southeastern Mindanao Administrative Region (SEMAR). It composes of four (4) Sections:
* Section 11: (Section Southern Mindanao), which composes of the provinces of Davao del Norte, Davao del Sur, Davao Oriental and Compostela Valley and the cities of Digos, Davao, Mati, Panabo, Tagum and Samal;
* Section 13: (Section Cotabato Area), which composes of the provinces of Maguindanao and North Cotabato and the cities of Cotabato and Kidapawan; and,
* Section 15: (Section SOCSKSARGEN) , which composes of the provinces of South Cotabato, Sultan Kudarat and Sarangani and the cities of Gen.Santos, Koronadal and Tacurong; and,
* Section 16: (Section Caraga), which composes of the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur and the cities of Butuan, Bislig and Surigao.
8) Administrative Region of North America (ARNA). It composes of eleven (11) sections:
* Section 1: (Section Northeast-Canada), which composes the areas of New Brunswick, Newfoundland and Labrador, Nova Scotia, Ontario, Prince Edward Island, Quebec and Nunavut;
* Section 2: (Section Northeast-USA), which composes the areas of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Washington DC, and West Virginia;
* Section 3: (Section Midwest-Canada), which composes the areas of Manitoba and Saskatchewan;
* Section 4: (Section Midwest-USA), which composes the areas of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, Wisconsin, Ohio and Idaho;
* Section 5: (Section Northwest-Canada), which composes the areas of Alberta, British Columbia, Northwest Territories and Yukon;
* Section 6: (Section Northwest-USA), which composes the areas of Alaska, Hawaii, Montana, Oregon, Washington and Wyoming;
* Section 7: (Section Southeast-USA), which composes the areas of Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Virginia and Arkansas;
* Section 8: (Section Central-USA), which composes the areas of Colorado, Louisiana, Mississippi, Oklahoma, Texas and Kansas;
* Section 9: (Section Southwest-USA), which composes the areas of Arizona, Nevada, Utah and New Mexico;
* Section 10: (Section Northern California-USA), which composes the areas of the southern boundary of Northern California, that is the south boundaries of the following counties: Monterey, Kings, Tulare and Inyo; and the all points north of the said boundaries; and,
* Section 11: (Section Southern California-USA), which composes the areas of the northern boundary of Southern California, that is the north boundaries of the following counties: San Luis Obispo, Kem and San Bernardino; and the all points south of the said boundaries.
9) Administrative Region of Asia and the Pacific (ARAP). It composes of three (3) sections:
* Section 1: (Section JKCTH), which composes the States of Japan, Korea, China, Taiwan and Hong Kong;
* Section 2: (Section ASEAN), which composes the States of the ASEAN, excluding the Philippines; and,
* Section 3: (Section ANZP), which composes the States of Australia, New Zealand and the outlying islands of the Pacific rim, except Hawaii.
10) Administrative Region of Middle East (ARME). It composes of two (2) sections:
* Section 1: (Section African Eastern Seaboard), which composes the eastern seaboard of the African Continent, including the Kingdom of Oman, Qatar, Bahrain and the United Arab Emirates; and,
* Section 2: (Section African Western Seaboard), which composes the western seaboard of the African Continent, including the Kingdom of Saudi Arabia and Kuwait.
11) Administrative Region of Europe (ARE). It composes of two (2) sections:
* Section 1: (Section Northwestern Europe), which composes the states of Northwestern Europe, including United Kingdom; and,
* Section 2: (Section Southeastern Europe), which composes the states of Southeastern Europe, including Italy.
Basic Organizational Units
The BASIC ORGANIZATIONAL UNITS are composed of the *Fraternity* and *Sorority* Collegiate Chapters and the *Alumni Associations*.
Adjudicatory Council
ADJUDICATORY COUNCIL. The authority to redress grievances is vested in the Supreme Adjudicatory Council and as many Regional Adjudicatory Councils as there are Administrative Regions.
a) The Supreme Adjudicatory Council is composed of one (1) Adjudicator-General, and as many Associate Adjudicators-Generals as there are Administrative Regions.
b) The Regional Adjudicatory Council is composed of one (1) Regional Adjudicator, and as many Associate Regional Adjudicators as there are Sections in the Administrative Region.
Constitutional Commissions
CONSTITUTIONAL COMMISSIONS, in order to perform their functions well and efficiently, ought to be independent of any of the other branches of government although performing duties complementary thereof. Thus, these Commissions should be, to a certain degree, free from the influence of the Legislative, Executive and Judicial institutions, at least, in the performance of their primary concerns.
The “autonomy” provision enables the Commissions to perform their functions independently of any pressure from any leader of the organization.
To further protect their independence, the staggered terms of Office of the Commissioners first appointed insure that no single National President is able to appoint members for the full term whereas fixing the term of Commissioners for seven (7) years is intended to secure the term of each Commissioner so that they are not dependent on the good graces of the Incumbent National President and the Chair of the Board of Directors in the performance of their duties.
Just as important as the independence of the Constitutional Commissions is the authority to promulgate their rules of procedure. Laws are only effective if they are made known to those who are required to comply therewith. Thus, the necessity of publication.
h4. The Constitutional Commissions are composed of seven (7) bodies as follows:
1) *The Commission on Membership (CoMe)* is responsible for the formulation and implementation of all programs and policies pertaining to the general membership and the expansion thereof;
2) *The Commission on Elections (Comelec)* is responsible for the exclusive charge of the enforcement and administration of all laws relative to the conduct of elections and/or other electoral exercises for the purpose of ensuring free, orderly and honest elections.
Considering the wide geographical dispersal of collegiate chapters and alumni associations, it is imperative that each Administrative Region has its own Regional Commission on Elections, consisting of three (3) members, which supervise its regional elections;
3) *The Commission on Audit (COA)*, as an independent body, is needed to audit the financial standing of the organization. Considerations of logistics have always been the major concern of any organization, specially an organization as large as Alpha Phi Omega. But just as important is the need to insure that the funds so raised are sufficiently safeguarded. Historically, dissensions within the ranks of any organization has always been sourced, or finds its source, from the failure of the power that be to fully account for the moneys of the organization. The past experiences indicated that the national offices had not given emphasis on the need for a mechanism by which the funds of the organization could be safeguarded; Thus, this Commission is responsible to address this mentioned deficiency;
4) *The Commission on Ways and Means (CWM)* is responsible for the recommending measures to the Board of Directors for adequately financing the organization, its programs and policies;
5) *The Commission on Scouting (COS)* is the liaison office of the organization with the Scouting Movement;
6) *The Commission on International Relations (CIR)* is responsible for the strengthening of the existing relationships with other Alpha Phi Omega National Organizations and promote the establishment of Alpha Phi Omega on a worldwide scale; and,
7) *The Council of Elders (COE)* is responsible for the provision of the necessary advice and opinions, when specifically so requested by the National Executive Council and/or the Board of Directors, on ways and means to fully assist the members thereof in the performance of their duties and functions.
