A concerned organization like Alpha Phi Omega must adapt to the requirements of time. Its activities must conform to the needs, everywhere, all the time. One such requirement is the setting of priorities and drawing of plans of action for a program of emphasis based on common sense.
It has to formulate the two-year national program, establish guidelines towards the implementation, and monitoring of activities and performance of the implementing arms of the organization. An in-depth analysis must be made of what the previous programs were and the achievements attained in the field of service as one of the underlying principles of the organization through the reports rendered by the concerned National Offices.
Responding to the call for a program of emphasis, the National Executive Board (NEB) approved for the immediate implementation of the Two-Year National Development Program on August 15, 1976.
The initiated National Projects/Programs since then were as follows:
National Blood Donation Program – DY 1976-1979
Adopted as a national service program, in coordination and cooperation with social welfare agencies like the Philippine National Red Cross, of which the program has always been a tradition of Alpha Phi Omega.
Review of the National Membership Recruitment and Initiation Program – DY 1976-1979
National President (NP) Librado I. Ureta, reiterated that “Service and Hazing do not mix. Prospective members to pass through painful ordeals? This has never been a tradition of APO”. According to the NP, he could not remembered himself underwent such type of initiation. And as if collegiate chapters have forgotten the black pages of our history. Remember, the Ferdinand S. Tabtab case of Eta chapter (UP Diliman, Quezon City) in 1967. This paved for the review of the said program considering of the Alpha Zeta Chapter Case (Laguna College, San Pablo City) in November 1975, in which the collegiate chapter got itself the axe, and was meted out a charter suspension for indulging in hazing by the NEB.
Project Care – DY 1976-1979
A national service project in which a visitation, giving of relief goods and farming implements to Tanay Dumagats tribes, one of the country’s cultural minorities at Tanay, Rizal was conducted.
National Tree Planting Project – DY 1976-1979
A national service project in step with the growing national consciousness on the need to care for and nurture our environment in coordination with the Ministry of Environment and Natural Resources.
National Fund Raising Project – DY 1976-1979
The project – a Film of Alexander Solzhenitsyn’s One Day In The Life Of Ivan Denisovich, held at Greenhills Theater, San Juan, Metro Manila on March 2, 1977, of which the proceeds had financed the national service projects of the organization.
First National Leadership Training Seminar & Workshop – DY 1976-1979
The program was held on May 28-30, 1978 at University of the Philippines, Los Banos, Laguna, of which the collegiate chapters participated and were taught of the basic concepts of parliamentary law, practice and procedure; and, how to develop and improve leadership skill.
Strengthening and Institutionalization of Alumni Associations – DY 1976-1979
APO Silver Anniversary and Alumni Homecoming 1978 was held on July 22-23, 1978 at University of the Philippines, Diliman, Quezon City, with the theme “Alpha Phi Omega in the Last Twenty-Five Years: A Renewal of Commitment”, of which the objectives were: 1) To renew the commitment in Alpha Phi Omega and to continue to uphold the cardinal principles of Leadership, Friendship and Service among alumni brothers/alumnae sisters and new members; and, 2) To institutionalize an Alpha Phi Omega Metropolitan Manila Alumni Association in order to professionalize the four-fold program of service of the International Service Fraternity and its Auxiliary Sorority.
First National Integrated Ritual of Metropolitan Manila, and, for that matter, of the Alpha Phi Omega Philippines – DY 1976-1979
It was held during the celebration of the 25th year of APO as a corporation on July 22, 1978 at Nicanor Abelardo Hall, University of the Philippines, Diliman, Quezon City. That year’s ritual class was in honor of the Founder, Dr. Frank R. Horton.
APO Foundation – DY 1976-1979
The project was launched on October 6, 1978, of which voluntary financial contributions were donated as well as pledges from the members in order to support any national service programs/projects. The program set the stage for the organization hopeful years. It set the requirements. It let be the fundamental things in Alpha Phi Omega. It let us go back to basics in which programs should center on Service, for we are basically a Service organization. The services should avoid imbalance in favor of Service to the Members. The Service to the Nation should be concrete and well-planned, for a basically sound program embraces the breadth of membership. Therefore, let us have more of activities involving the majority of the members and the people. But let us have less of ostentation unbecoming of a Service Institution that we should have been established the past three decades.
Constitutional Convention – DY 1976-1979
A National Constitutional Convention, held on March 30 – April 1, 1979 at Minglanilla, Cebu, in which the National Code of By-laws was amended, thereby creating the Offices of the Vice President for Fraternity Affairs, Sorority Affairs and Alumni Affairs.
Strengthening of Regional Development Councils (RDCs) / Area Development Councils (ADCs) – DY 1979-1981
In line with the decentralization program of the organization and to effectively administer the operational management of the organization, the NEB approved the massive reorganization of RDCs/ADCs in the different regions in 1979. The concept is to empower provincial based collegiate chapters and alumni associations.
Revised Standard Initiation Procedure (SIP) – DY 1979-1981
The program, under the sponsorship of the Offices of the Fraternity and Sorority Affairs, paved the way for the standardization of a national initiation procedure. Any local collegiate chapter is supposed to own a distinct and a standard operational procedure of accepting applicants for membership. This will not only make it systematic – thus avoiding chaos – but will also help avoid mis-understanding among members/chapters.
The SIP is so structured to be very flexible. It will give leeway for local chapters to accommodate their respective initiation rites. It is also adaptable to the existing conditions at the local chapter level. It is very general and as such will only serve as guidelines for local chapters.
Membership Standard Initiation Procedure Other Requirement – DY 1979-1981
The SIP program, which was approved in 1980, also required that any applicant must present a medical or health certificate and a letter of consent from parents or guardian before formally accepting him as a pledge.
APO Membership Discount Card Project – DY 1979-1981
The project in 1980 of which the National Office provision for establishments willing to provide discounts to the members in goods and services.

Second National Integrated Ritual – DY 1979-1981
It was held during the NEB meeting at Metropolitan Manila on December 13, 1980 at Kamuning Church, Kamuning, Quezon City. That year’s ritual class was in honor of Sir Robert Baden-Powell.
International Relations – DY 1979-1981
Dr Librado I. Ureta, who was then residing in USA, and APO-Philippine delegation headed by Emilio S. Gonzales, Jr., attended the APO-USA National Convention held at Los Angeles, California on December 27-29, 1980. This paved the way for the official reactivation of APO-Philippines recognition by the APO-USA, considering of Roger Sherwood, APO-USA National Executive Director; letter to APO-Philippines National Council in May 1975, inviting the APO-Philippines to their December 1976 Atlanta, Georgia National Convention. It seemed this was the end of APO-Philippines non recognition since 1967 by the APO-USA because of the Tabtab hazing case.
Sportsfest 1981 – DY 1979-1981
The project was a national sports and membership development and physical fitness program, sponsored by the Regional Development Council-National Capital Region, held on February 8, 1981 at Rizal Memorial Coliseum, Manila.
Inter-Fraternity Solidarity (IFS) – DY 1979-1981
The establishment of IFS on September 5, 1981 at the Vinzon’s Hall, University of the Philippines, Diliman, Quezon City by an aggregation of three Fraternities, with equal representation from each respective regional offices, as follows: Alpha Phi Omega-National Capital Region; Beta Sigma-Metro Manila and Tau Gamma Phi-Metro Manila Region; paved the way to stop all hostilities and to start opening communication lines with each other; to seek promotion and protection of the students’ and people’s rights and welfare; and, to continue publication of the true and meaningful image of the fraternity system and vigorously push through with its pro-people orientation.

Project Binibining Alpha Phi Omega – DY 1981-1983
A national fund raising project in 1982 of which the proceeds is to be used as contingency and emergency fund for the national council. It further evolved around the principle and belief that beauty pageants, being a national fund raising activity, could also be a vehicle for social change. It was guided by the philosophy that a nation to succeed, it must have a nationalistic foundation. It believed that as a matter of duty, all collegiate chapters and alumni associations must contribute in the inclusion of nationalistic among its youth and partake of the over-all burden of nation-building and service program.
Sports Development Program – DY 1981-1983
Adopted as a national sports and membership development and physical fitness program in 1982.
National Research and Study Center – DY 1981-1983
Pursuant to the 11th Biennial Convention mandate, NEB approved the NRSC charter on July 4, 1982, of which its principal objective was to obtain, process and update information and data necessary in the formulation, revision and modification of policies, programs and strategies. It helps us to simplify the planning and implementation process of our service projects by minimizing the time, money and efforts we put into it. Eventually, this input-output scheme will widen our opportunities to render worthwhile services.
Project Bayanihan – DY 1981-1983
A national project in 1982 which has institutionalized the move to construct for Alpha Phi Omega in the Philippines a permanent home. While it is as yet in search of a generous parcel of land wherein which a building for our organization shall be constructed, dedicated members are stepping forward to be counted and be involved in the realization of a dream which would hopefully soon come true.
National Records Reconstruction Project – DY 1981-1983
A national project in 1983 of which all collegiate chapters are required to update their membership records / roster of membership by batches on a semester basis.
Service Certificate Program – DY 1981-1983
A national program in 1983 of which Service Certificate may have found its way into and now hangs in the walls of your house. Each Certificate, represents an invaluable contribution to the service projects of the organization. The proceeds of the program are channeled to finance the organization’s modest and temporary national office, and other services such as the ten-volume APO Library Series, pins, badges, among others.
Gawad Gintong Bayanihan – DY 1981-1983
In recognition of the efforts of collegiate chapters and alumni associations in the enhancement of the noble ideals of the organization, biennial awards have been conferred upon Most Outstanding APO Collegiate Chapters and Alumni Associations since 1983.
Project Kapatiran-Dugong Kapatid – DY 1983-1985
A national blood donation project held on September 11, 1983 at the Philippine National Red Cross, Port Area, Manila.
National Sorority Project – DY 1983-1985
The National Sorority, headed by the Regional Development Council-National Capital Region, conducted the project called ” Share Love to the Unfortunate of Association de Damas Filipinas Settlement House” on October 16, 1983 at Paco, Manila, of which they presented musical numbers to the orphans and the aged, conducted parlor games played by the kids and distributed foods, drinks and gifts.
Operation Saliksik-Paalam – DY 1983-1985
A national registration campaign in 1984 by which authorized team representatives trek out to the collegiate chapters and alumni associations in the different regions of the country, and conduct on-site registration-ID processing.

A national project in 1984 to have a system for the national membership identification.

A community voluntary help and/or contribution either in cash or kind has served as emergency national service project in case of disaster, calamity or any emergency cases in 1986.

An APO-Philippine delegation headed by Carlos Mayorico “Caloy” E. Caliwara, National Public Relation Director and Chair of Philippine Commission on International Affairs; attended the APO-USA National Convention held at Houston, Texas on December 28-30,1986, of which APO-USA is developing a stronger relationship with APO-Philippines. The Philippine delegation presented to the Fraternity an exquisitely hand-carved wooden fraternity crest – and Brother Caloy said, it was a symbol for all of us to lead the world towards a higher level of service and a greater feeling of brotherhood amongst ourselves but we are to share it with all humankind. Such world body has been proposed to be known as the “International Council of Alpha Phi Omega”. Likewise, APO-USA National President Erle M. Herbert attended the APO-Philippines National Biennial Convention held at Tacloban City on December 19-21,1987.

National President Carlos M.E. Caliwara attended the APO-USA National Convention held at Denver, Colorado on December 27-30, 1988. The tremendous growth of the organization has brought about the recognition of the various chapters of APO-Philippines in the different parts of the world. This paved the way for communication with the duly established counterpart of the APO-Philippines domiciled in the USA. For this reason, the need to establish the Philippine Commission for International Affairs has been felt in order to make provisions for constant exchange of ideas and organizational matters. The plan is needed to have standing guidelines in the formulation of individual collegiate chapter policies, programs and project services, and finally lead all chapters towards a definite directions. In return, the chapter members could make society aware that APO was founded for them, for man, that man should serve man basically.

APO Development Foundation Program – DY 1991-1993
A national program in 1992 of which the elements are to undertake activities calculated to help the members and the community solve their economic and social problems; to organize private sectors in business, education, youth and the church, to participate in the training and harnessing of manpower skills; to cooperate and coordinate with the government and its instrumentalities in its efforts to promote the economic and social welfare of the community; to enlist the financial assistance, including technical expertise of other private, local and international organizations for the funding of projects to be undertaken by the Foundation; and, to acquire, own, lease, solicit real and personal properties for the general purposes of the association which may be necessary and essential to the general and specific needs of the association.
Project Oxygen Belt – DY 1993-1995
Adopted as a national service project. In the light of the global concern for environment and in support of the National Greening Program of President Fidel V. Ramos, the NEB has tabled for implementation the development of an “Oxygen Belt”. A National Tree Planting Activity on September 26, 1993 in cooperation with the Department of Environment and Natural Resources (DENR) and other concerned government organization was conducted. Another activity was held on September 25, 1994, as a part of the organization’s clear commitment to greater awareness of our environment and in celebration of World Environment Day in coordination with concerned government agencies and non-government organizations.
Provision of Multiple Benefits of the New National ID System – DY 1993-1995
The NEB approved the built-in insurance coverage for members to a limit of PHP 10, 000.00 for death or disability. Likewise, the National Office released for distribution 1925 stickers for establishments willing to provide discounts to the members in goods and services.
Rescue 1925: Operation Tulong – DY 1993- 1995
Adopted as an emergency national service project in 1994 of which selected or volunteered members undergo familiarization training and fire-fighting techniques as well as first-aid training in coordination with concerned government agencies.
Free Medical and Dental Mission Outreach Program – DY 1993-1995
Adopted as a national service outreach program in 1994 of which free consultations, treatment, medicines and tooth extraction are among the basic services offered. The roster of collegiate chapters based in educational institutions offering medical, dental and allied courses is growing longer. The manpower resources available for the program continuous to grow.
National Congress of Chapter Officers – DY 1993-1995
The congress adopted A Universal Declaration of Solidarity and Support for the All-Out Campaign for the Total Eradication of Hazing and the Culture of Violence, and for the unqualified support to the Anti-Hazing Bill, held at Hiyas ng Bulakan Convention Center, Malolos City, Bulacan on April 29, 30 – May 1, 1994.
Revision of Standard Initiation Procedure (SIP) and renamed it as the new Standard Training Procedure (STP) – DY 1993-1995
The program was introduced and implemented by the NEB in 1994 to purposely persuade the collegiate members to adhere a humane, productive and socially acceptable mode of recruiting trainees and applicants into the organization.

First National Alumni Congress/First Visayas Alumni Congress – DY 1993-1995
The program was held on October 14-16, 1994 at Ecotech, Cebu City , with the theme “Kaganapan ng Ating Pagka-APO” (Fulfillment of our Being APO), and hosted by the Office of the Vice-President for Alumni Affairs. The different alumni associations have assumed a dynamism of their own, pursuing our program of service according to the role that best suited their situations. A new dimension has entered into our collective consciousness. We became aware that much can be done if we act nationally, concentrating our energies and resources to certain defined programs and projects. If we build a strong society, then the message of leadership, friendship and service will be carried throughout the nation.
APO Learning Center – DY 1993-1995
Adopted as a national service project in 1994, established by the alumni members of Samahang Alpha Phi Omega ng Cainta (SAPOC), Cainta, Rizal, to address the educational needs of indigent pre-schoolers by providing free education to include uniforms, books and other educational paraphernalia and was piloted in Cainta, Rizal.
The Diyes for Peace Campaign – DY 1993-1995
The NEB adopted the program as national service project on October 16, 1994. A non government peace initiative and it seeks to harness the collective efforts of peace loving Filipinos in soliciting the responses of at least ten million Filipinos, ten years and older, to forge the basis of unity of the Filipino nation and lay down the foundations of an era of a just, comprehensive and lasting peace.
Creation of International Council of Alpha Phi Omega (ICAPO) – DY 1993-1995
At the awards banquet of the 1994 APO-USA National Convention, held at Dallas-Fort Worth, Texas on December 28, 1994, the ICAPO finally came to fruition. The ICAPO Articles were signed by APO-USA NP Gerard A. Schroeder and APO-Philippines NP Felix J. Marinas, Jr. Also, APO-USA NP Wilfred M. Krenek headed the US delegation and attended the APO-Philippines National Biennial Convention held at Zamboanga City on May 26-28,1995, in which the first ICAPO meeting was held. Both parties emphasized the coordination of APO-USA and APO-Philippines towards the advancement of the organization. A bilateral agreement was forged between the two countries as to the operation of APO as a truly unified internal organization, in which a joint statement on the provision of the ICAPO charter regarding the development of operating policies were signed by APO-Philippines NP Felix J. Marinas, Jr. and APO-USA NP Wilfred M. Krenek.

Project Oxygen Belt – DY 1995-1997
In line with the national program of Clean and Green, the following programs were undertaken: a) National Tree Planting Project, in coordination with the Department of Environment and Natural Resources and Department of Tourism in observance of International Earth Day. The NEB declared September 24, 1995 as the National Tree Planting Day and every last Sunday of September of each year as the National Tree Planting Month of Alpha Phi Omega; and, b) Baywatch – Manila Bay Cleaning activity with other environment advocates such as the Zamora Foundation, Earthsavers Movement, and Boy & Girl Scouts of the Philippines. Another activity was held on September 29, 1996.
Project Operation Tulong – DY 1995-1997
Adopted as an emergency national service project to assist the victims of typhoon Rosing and mudflows/lahar in Central Luzon and the flashfloods that hit the residents of Mt. Maugban, Lake Sebu, South Cotabato through all forms of donations such as cash, used clothing, medicines and food items.
First National Sorority Congress / First Mindanao Sorority Congress – DY 1995-1997
The program was held on September 30 – October 1, 1995 at Maria Cristina Hotel, Iligan City, with the theme “Alpha Phi Omega Sorority – A Rediscovery…in Response to the Demands of the Times”. The congress was made to re-define the role and functions of the sorority in the national organization.
Establishment of APO Building Program – DY 1995-1997
Adopted as a national program to finance the establishment of our own national office.
APO Learning Center – DY 1995-1997
Adopted as a national service project, established by the alumni members of Samahang Alpha Phi Omega ng Cainta (SAPOC), Cainta, Rizal, to address the education needs of indigent children. Establishment of this project in other urban-poor centers of the country is already part of its expansion project. This project is now gaining financial support from foreign-based alumni associations, and has been commended by the Department of Education, Culture and Sports.
Protocol Arrangement with APO Philippines and Alumni Council of North America (ACNA) – DY 1995-1997
To strengthen the linkages between the APO Phil., the mother-unit and APO ACNA, a Presidential Proclamation was issued on January 19, 1996 by NP Ismail A. Abantas, defining the extent of authority of the said council as far as coordination is concerned, of which, any and all official communications and all official alumni business by and from any and all APO alumni associations in all North America shall be coursed through the Office of the President of APO (Phil.) ACNA for proper action and/or handling, and all APO Alumni Associations in North America shall be organized under the authority of the APO (Phil.) Alumni Council of North America.
Project BUHI (Mass-based Blood Letting and Typing) – DY 1995-1997
The BUHI program (Blood Unit for Health Improvement) is an innovation from the national traditional Blood Letting Program. This was conceptualized by Bro Chonilo Ruiz, Alpha, ILNAPOP; a pathologist , in 1996. It is aimed to come-up with a Purok (District) Registry of potentials walking blood donors. It is tied up with the Philippine Medical Association, Philippine National Red Cross, Department of Health and the local government units.
National Inter-Fraternity and Sorority Conference – DY 1995-1997
The organization participated the conference convened by the National Youth Commission in March 1-2, 1996, to address issues raised against the implementation of RA 8049 ( Anti-Hazing Law). The delegates decided to abide by RA 8049, to establish a National Inter-Fraternity and Sorority Council not merely to stop inter-fraternity violence but to organize common projects to enhance the real essence of the whole fraternity and sorority system.
Project: Piso Mula sa Puso – DY 1995-1997
The national fund raising program was adopted and approved on May 25, 1996, the proceeds had been used to finance on-going national service projects, printing of APO manuals and directory, and to augment the operation costs in running the national office.

The project through regional seminar and workshop has been done to members every school year. This will open their eyes on the responsibilities of leading the chapter for the coming school year; how to utilize the vast resources available to make them successful in their governance; and facilitating the Standard Training Procedure.
Northern & Central Luzon Leadership Summit – DY 1995-1997
The summit, held on September 28-29, 1996 at Apilado Hall, Mariano Marcos State University, San Fernando, La Union, with the theme “Makabagong Kapatiran: Paglilingkod Tungo sa Mapayapa at Maunlad na Lipunan”, and hosted by APO-La Union AA, of which the national organization conducted lectures and seminar on Standard Training Procedure in support of the anti-hazing campaign.
Free Medical and Dental Mission Outreach Program – DY 1995-1997
Adopted as a national service outreach program in 1996 of which free consultations, treatment, medicines and tooth extraction are among the basic services offered. The roster of collegiate chapters based in educational institutions offering medical, dental and allied courses is growing longer. The manpower resources available for the program continuous to grow. A free program in coordination with APO-ACNA, APO-DAP, APO Baguio-Benguet AA and APO Bulacan AA were conducted on May 1997 at Bulacan and Itogon, Benguet.
Second National Sorority Congress / First Visayas Sorority Congress – DY 1995-1997
The Crusade Against Child Abuse Project was launched on October 5-6, 1996 at Ecotech Center, Cebu City, with the theme “The APO Sorority Meets the Challenges of the 21st Century and Beyond”, in coordination with the Department of Social Services and Development. To manifest its humanitarian spirit of selfless giving and caring, the organization shall initially undertake documentation of child abuse nationwide. Task Force on documentation and the national implementing network are currently organized / spearheaded by the Sorority Sector.
Balik – Iskaut (Balik – Scout Program) – DY 1995-1997
This APO Scouting Movement program designed to remind the members of Alpha Phi Omega’s basic root of existence – the Scouting Movement and in celebration of the Boy Scouts of the Philippines Diamond Jubilee in October 1996 to rekindle and strengthen our faith in Scouting as the torchbearer of youth development in our country. It is now on its way to institutionalization and incorporate active involvement in scouting activities as a major component of our respective program of action.
Rescue 1925 (Operation Tulong) – DY 1995-1997
An emergency national service project in 1996 of which an essentially a Volunteer Corps operations geared to help alleviate the plight of disaster victims, ready to assist them, either as individuals or as organized groups.
Diyes for Peace Campaign (Bayanihan para sa Kapayapaan) – DY 1995-1997
The campaign which was developed as a means through which the members can serve the nation as fully participating citizens may prove to be the first step for the Filipino people to realize that a just, comprehensive and lasting peace and the resolution of armed conflicts depend on their willingness to assert their sovereign will. It is now endorsed and supported by the Philippine Postal Corporation, Department of Education, Culture and Sports, Philippine information Agency, Senate Committee on Peace, Unification and Reconciliation, House of Representative Committee on People’s Participation, Office of the Presidential Adviser on the Peace Process, Commission on Higher Education, National Youth Commission, Boy/Girl Scouts of the Philippines, 4th National Peace and Order Summit, Veterans Federation of the Philippines – Sons and Daughters Association, Inc., University of the Philippines System and National Inter-Fraternity and Sorority Council.
Mindanao Leadership Summit – DY 1995-1997
The summit, held on November 9-10, 1996 at Lakewood Convention Center, Lakewood, Zamboanga del Sur, with the theme “Makabagong Kapatiran: Paglilingkod Tungo sa Mapayapa at Maunlad na Lipunan”, and hosted by APO Pagadian AA, of which the national organization conducted lectures and seminar on Standard Training Procedure in support of anti-hazing campaign.
ICAPO – DY 1995-1997
Jose H. Policarpio, APO-Philippines National Vice-President for Finance, Membership and Extension, headed the Filipino delegation and attended the APO-USA National Convention held at Phoenix, Arizona on December 27-30, 1996, in which he and David A. Emery, APO-USA International Relations Director signed he ICAPO operating policies. Also, APO-USA NP Wilfred M. Krenek, headed the US delegation and attended the APO-Philippines National Biennial Convention held at Baguio City on May 2-4, 1997.

The NEB approved and adopted the program on October 4, 1997 and named the “Building APO Program”. It anchors on four pillar programs: Membership, Leadership, Program and Finance. Each program thrust is highlighted.

National External Affairs Committee (NEAC) – DY 1997-1999
The NEAC was created per NEB Resolution No. 1997-99-26 dated October 4, 1997, the purpose of which is to ensure the success of members in the furtherance of their participation in nation-building in all political exercise particularly in the area of organization, networking and relative trainings.

The seminar, held on December 17-21, 1997 at Development Academy of the Philippines, Tagaytay City, and sponsored by National Capital Region, dealt on chapter’s organizational structure, parliamentary procedures, ritual and other ceremonies, chapter’s report, and standard training procedures.
Mindanao Leadership Summit – DY 1997-1999
The summit, held on April 17-19, 1998 at Iligan City, with the theme “Alpha Phi Omega Towards The 21st Century : A Perspective” and hosted by ILNAPOP, of which the national organization conducted lectures, trainings and seminars on the Standard Training Module. The Module is divided into three components: 1) Leadership Development and Management; 2) Administrative Concerns; and, 3) Standard Training Procedures in support and compliance for RA 8049.
Mortuary Fund Assistance Program – DY 1997-1999
The program is a modification of the death accident insurance policy implemented by DY 1993-95. In an effort to address the welfare and the development of the general membership, the program was fully implemented in 1998.
National Directory Task Force (NDTF) – DY 1997-1999
The NDTF was created in compliance with the commitment to produce an updated publication of National Directory before the end of DY 1997-99.
Institutionalization of Family Day – DY 1997-1999
The importance of family to every member as a partner in nation building and service project has been given emphasis to strengthen the bond of family life.

An employment bureau was adopted and being handled by the National Office in 1998, where referrals are being made and where members seeking employment.
Purchase of National Office – DY 1997-1999
With the national development thrust of pursuing the establishment of our own National Office, the national leadership fulfilled its commitment to purchase a condominium unit. Through financing facilitated by the East West Bank, the organization was able to acquire in 1998, a 45.90 square meters condominium unit at the aggregate cost of PhP 1.3 Million. The new national office located at Suite 3A-1, Residencia Braganza, Cubao, Quezon City was inaugurated on March 27, 1999.
ICAPO – DY 1997-1999
APO-USA NP Jack A. McKenzie, headed the US delegation and attended APO-Philippines National Biennial Convention held at Davao City on May 7-9, 1999.
Project “Thumbs Up” – DY 1999-2001
Under the Project Chair, Sis Mary N. Dacanay; a fund campaign project was launched, inviting members to contribute their resources, with the objective of fully settling the remaining obligations with the bank, for the members to comply for the full acquirement of the aforesaid property as the organization permanent national office.
Project Oxygen Belt / APO Tree Park Project – DY 1999-2001
A National Tree Planting Drive, held on September 26, 1999, in coordination with the DENR. In 2000, a joint and strategic venture of Alpha Phi Omega together with the Department of Environment & Natural Resources (DENR) and Bureau of Plant Industries (BPI) was launched. A Memorandum of Agreement with the DENR in respective regions is necessary so that we could adopt an area where we could plant trees and vegetables and at the same time develop it as a recreational park for members and non-members alike. The APO Tree Park Project has evolved not only as a socio-civic activity, but a long term sustainable ecological program of the organization. Another National Tree Planting Drive was held on September 24, 2000, in coordination with the DENR and BPI.
Balik – Scout Program – DY 1999-2001
The Alpha Phi Omega Philippines and the Boy Scouts of the Philippines signed a Memorandum of Agreement on October 1, 1999, the signatories of which were Teddie Elson E. Rivera, APO National President; Rodolfo B. Tamani, Chair: APO Balik – Scouting Program; Jejomar Binay, BSP President; and Charles Escudero, BSP Secretary General; encouraging APO members to register as active leaders of the BSP, and likewise the BSP to extend full privileges to APO members to participate in all Boy Scouting activities be it local, national or international. The BSP – APO MOA primordial understanding is for APO to help develop the youth into better leaders and more responsible citizens of the future. The program through the Rover Scouts Movement, has conducted rover scout vigil trainings in which APO members have successfully became full-fledged Rover Scouts and Roverettes. The trainings have been replicated in various regions around the country.
APO Business Center – DY 1999-2001
The project will be the focal point of all business activities of our members in terms of business referrals, job placements, networking and other economic activities. It aims to open business and work opportunities to more members.
Second National Alumni Congress/First Luzon Alumni Congress – DY 1999-2001
The program was held on June 23-25, 2000 at Lucena City, with the theme “The Golden Years…Realizing the Global Role of APhiO”, and hosted by the Office of the Vice-President for Alumni Affairs. The role of alumni members in the social, economic and political environment has been given emphasis on the true essence of independence which is taking charge of ourselves and eventually taking control of our own destiny as an organization, and the need to deepen our commitment in leadership, friendship and service.
AIDS Awareness Program – DY 1999-2001
A Memorandum of Understanding between the Joint United Nations Programme on HIV/AIDS in the Philippines and the Philippine National AIDS Council (UNAIDS & PNAC) and the APO Philippines was signed on November 17, 2000. With specific roles provided in the agreement, it is expected that APO can boost its presence in the various campuses that we are in, by way of providing extension services in the youth and community. It may also be taken that the linkages made available to us by UNAIDS and PNAC shall greatly enhance our organizational capability in terms of contributing to the national response to HIV/AIDS. PNAC on the other hand, shall continue to provide technical assistance in building the capability of APO to engage in HIV/AIDS information and education program both in schools and communities.
Project Reliable APO Roster (RAPOR) – DY 1999-2001
The objective of Reliable APO Roster Project are: 1) To come-up with a way of re-creating and updating the membership roster; 2) To facilitate communication link between the National Office and the members; and, 3) It launched the APO website in line with the continuing project development of the organization.
National External Affairs Committee (NEAC) – DY 1999-2001
The project was reactivated and re-conceptualized through the representation of some members in their intention to join the political exercise. The committee, under a decentralized structure and administration in which all regions were represented by the Regional External Affairs Committee, directly addressed the issue of efficiency and effectiveness in terms of operational management.
National Directory – DY 1999-2001
With the task of integrating the information generated from the RAPOR and NEAC, the project has accomplished significant membership record retrieval, updating and generation from all over the country.
Rescue 1925 and Operation Tulong – DY 1999-2001
The objective of the program is to have the organization of our own rescue team that could respond to the needs of the people during an emergency, and to have a reacting and fully equipped ambulance as the ultimate objective. A 911 type operation and volunteer members nationwide are trained for accreditation as Red Cross First Aiders.
APO Foundation – DY 1999-2001
The program is envisioned to become the vehicle of all APO fund raising programs and designed to provide our organization a human face and a heart dedicated to service humanity. It will be a community service extension arm of the organization through sourcing, receiving, disbursing and monitoring of funds in all NEB approved projects of APO and non-APO organization.

APO Judiciary and Adjudication Committee (JAC) – DY 1999-2001
A forum wherein member who has legitimate complaints against any member could now have venue for legal redress of his/her problems. This is where all parties concerned will be given due process and the right to be heard. The JAC is given the authority to recommend the suspension or expulsion of any member depending on the gravity of the offense. The Chair and Co-Chair were PNP Atty. Carlos M. E. Caliwara and NVP-Fraternity Affairs Atty. Jerome C. Padios.
Third National Sorority Congress / Second Mindanao Sorority Congress – DY 1999-2001
The congress held at Convention Center, Dipolog City on December 3-4, 2000 emphasized the redefinition of Sorority roles in the organizational structure.
Northern Luzon Regional Sorority Congress – DY 1999-2001
The congress was held on January 20-21, 2001 at Agricultural Training Institute, National Training Center, Benguet State University, La Trinidad, Benguet.
Fourth National Sorority Congress – DY 1999-2001
The congress held at Cagayan de Oro City in Jan 2001.
Project “CAGE” (Capture a Generation of Leaders) – DY 1999-2001
It is Leaders Development and Training Program which gears toward developing and training future leaders in a multisectoral approach to prepare students and youths in training duties and responsibilities as future leaders. It incorporates the Balik-Scouting program and the Standard Training Procedure. With the full implementation of the Anti-hazing Law, the organization is attracting a number of quality student recruits as new members, of which these recruits are trained to live according to the ideals of the organization. It is also a continuing training program for incoming collegiate chapter officers every school years. This will open their eyes on the responsibilities of leading the chapter for the coming school year, how to utilize the vast resources available to make them successful in their governance, and facilitating the STP.
The program, held at Subic Bay, Olongapo City on May 24-25, 2001, was conducted among Grand Chancellors and Lady Grand Chancellors, with the emphasis of Project “CAGE” – a twenty year development plan first envisioned in 1976 by the National President Emeritus Mike Maquiso. The idea was to encourage qualified inductees to enter politics not just in school but even after graduation maybe a starting as councilor in the local level up to the highest possible position in twenty years time – Senate or Malacanang. Friendship is never pronounced than the camaraderie shown in the faces of the attendees; for them the idea of attending is one long acquaintance party. But never fear that Service is left behind! A service activity was held for the street children of Olongapo City by which more than 150 kids were treated to sumptuous lunch.

Miss APO Pageant and Mega Raffle Draw – DY 2001-2003
A national fund-raising project, and at the same time a pageant of brain and beauty for the sisters. To become a well-rounded person, one must take stock not only of her intelligence, physical fitness and mental fortitude but also a certain amount of grace and finesse. The winners of the said event were Sis Sohayla Pimping as the Miss APO 2003 and Bong Caye as the first prize winner in the Mega Raffle Draw.

The program through the Rover Scouts Movement, has conducted rover scout vigil trainings in which APO members have successfully became full-fledged Rover Scouts and Roverettes.

International Service Project-Book Drive – DY 2001-2003
A joint project with APO-USA, ACNA and the Philippine Children’s Fund of America (PCFA) , which conducted supervision and distribution of 112,000 volumes of books on March 18, 2002 at the PCFA Center, Angeles City and another 10,000 volumes of books on March 19, 2002 at the Camus Hall, Bureau of Plant Industry, Manila. This book drive was the beginning of the International Service Project of Alpha Phi Omega under “Dr Librado I. Ureta Service Project”, with the aim of donating books for all needy students of all ages. The donated books were placed in the libraries of the schools that will allow students to use them.
Sixth National Sorority Congress – DY 2001-2003
The congress held at Villa Rebekah, Nasugbu, Batangas on June 15-16, 2002, with the theme “Sorority Blooms Towards a Self-Reliant Organization” reaffirmed their belief and empowered sisters to become more responsible and competent leaders as accorded by the cardinal principles. It has established the organization of the National Sorority Council to serve as the institutional unit in order to assist the Office of the Vice-President for Sorority Affairs in the implementation of such various sorority projects. It adopted for the full implementation of the Standard Training Procedures and increased in the level of awareness of the Anti-Hazing Law (RA 8049), Anti-Sexual Harassment Law (RA 7877), gender, sexuality and femininity.
Drug Abuse Movement – DY 2001-2003
The organization in the fight against the proliferation of drugs, APO Philippines, represented by the National President Blo Umpar Adiong; and Drug Check Philippines, represented by its General Manager John Catindig signed a Memorandum of Agreement on July 20, 2002 at Fernandina 88, Cubao, Quezon City. In line with this agreement, the “Drug-Free APO” program was launched.
APO Foundation – DY 2001-2003
An integral backbone of legitimate service organization is legitimacy not only in the eyes of the people around you but by the institution that govern you. With the birth of the Foundation on August2, 2002, the activities, programs, and projects that the organization will conduct would now enjoy the benefits and protection provided for by the law. As stated in the Articles of Incorporation, the purposes for which such association incorporated are to generate funds to finance the educational programs of the organization, to promote the welfare of its members by extending charitable assistance during times of crisis and to institutionalize the program of the organization promoting its legacy to future generations.
Seventh National Sorority Congress – DY 2001-2003
The congress held at Maharahaj Hotel, Angeles City on September 14-15, 2002, with the theme “Sorority Blooms Towards a Self-Reliant Organization” further justified the Sorority Council’s causes and strengthened sisterhood.
Sports Program – DY 2001-2003
In order to instill in the members the importance of sports activities and physical fitness, as well as healthy competition to further strengthen the camaraderie among the members, a National Bowling Tournament was held at the Pearl Plaza Bowling Center, Tambo, Paranaque City in 2002.

The dream for the organization to have a permanent national office of its own was finally fulfilled when payments of the national Office was successfully completed in 2003. Through the continuous contribution of our members, we have fully settled all our remaining obligations with the bank.

Constitutional Convention – DY 2001-2003
To enhance the organizational capabilities, a National Constitutional Convention, held on May 23-24, 2003 at Bacolod City, under Luis A. Paredes, Chair of the Constitutional Commission and Felix J. Marinas, Jr., Convention Moderator, of which the National Code of By-laws was amended – a new Code of By-laws that transparently drafted by well-meaning and competent members who collectively envision a more cohesive national organization, of which the three (3) branches of Governing Bodies and the different Constitutional Commissions were created, as follows: a) National Executive Council; b) Board of Directors; c) Adjudicatory Council; and, d) Constitutional Commissions on Membership, Elections, Ways and Means, Audit, Scouting, International Relations and the Council of Elders.
Transfer of Condominium Title to APO – DY 2003-2005
As its modest contribution in the ownership of our very own national office, the administration worked on the transfer of the ownership title of the condominium unit currently being used as the National Office. Empowered by BOD Resolution No. 34-04 adopted on June 27, 2004, the National President and the President of East-West Bank signed the Deed of Sale on covering the sale of Unit 301 of Residencia Braganza, 270 Ermin Garcia St., Barangay Silangan, Cubao, Quezon City.
Eight National Sorority Congress – DY 2003-2005
The congress was held on August 28-29, 2004 at Makiling Breeze, Springdale Subdivision, Brgy. Lalakay, Los Banos, Laguna.
Relief Operation – DY 2003-2005
Adopted as an emergency national service project to assist victims of typhoons. Four destructive typhoons ravaged various parts of the country during the last quarter of 2004.To sympathize with the victims, a relief operations were called upon to contribute goods and services in Roxas, Mindoro Oriental and Infanta, Quezon.
Yes for Peace Campaign (Bayanihan para sa Kapayapaan) – DY 2003-2005
Our commitment to Frank Reed Horton’s vision of contributing to world peace is manifested by our continued support for the program. In line with the United Nations General Assembly’s Declaration of the period 2001 to 2010 as the “International Decade for a Culture of Peace and Nonviolence for the Children of the World”, the campaign was renamed from “Diyes for Peace” to “Yes for Peace – Bayanihan para sa Kapayapaan”. Senator Bong Revilla has filed a Resolution supporting the campaign of which the aim is to give the urgency of uniting the people and building a consensus for peace at this time of division and threats of social unrest. Moreover, aside from free postal and teachers’ services, the Philippine Information Agency is ready to provide PhP 130M worth of air time while the National Printing Office has offered its manpower and facilities for printing the campaign materials.
Economic Self-reliance Program – Integrated Neighborhood Association (ESP-INA) – DY 2003-2005
Our experiences in past national elections of the country have underscored the need to firmly implant Alpha Phi Omega’s leadership at grassroots levels. After several attempts for elected national positions, it has become very clear that the purely political tract that we have undertaken should be reviewed and redirected. Thus a Neo Political Affairs Group (NPAG) was formed to review our political and socio-economic platform. The goal of the group is to explore doable community based livelihood activities to substantiate the program.
Special Discount for Current ID Card Holders – DY 2003-2005
A Memorandum of Agreement with Negros Navigation Co. Inc. granting a special discount of 20% round trip for all current APO ID Card Holders on all its vessels was signed on October 11, 2004. This is expected to benefit thousands of members who usually use the sea route in their inter-island trips.
Management of Torch and Trefoil – DY 2003-2005
The Torch and Trefoil has traditionally been managed and financed as a regular function of the National Office. It has been observed that the publication cannot support itself inasmuch as it relies mainly on contributions and donations of members. The practice restricted its growth as a professional publication both in terms of presentation and management. Thus the Board of Directors authorized the creation of the Torch and Trefoil Editorial Board and the granting of 30% of its income as management fee through BOD Resolution No. 023-03.
Project Oxygen Belt / APO Tree Park Project – DY 2003-2005
A joint and strategic venture of Alpha Phi Omega together with the Department of Environment & Natural Resources (DENR) and Bureau of Plant Industries (BPI). A National Tree Planting Drive was held on September 28, 2003, and another activity on September 26, 2004, in coordination with the DENR and BPI.
Third National Alumni Congress / Second Luzon Alumni Congress – DY 2003-2005
The program was held on October 16, 2004 at Bayview Park Hotel, Roxas Blvd., Ermita, Manila, with the theme “Beseeching Forever Goodwill of A-Phi-O!”, and hosted by the Office of the Vice-President for the Alumni.
Integrated Mindanao Conference – DY 2003-2005
The conference was held on November 20, 2004 at RCMartinez Farm & Garden Resort, Mua-on, Kidapawan City headed by the Conference Chair Leonardo Martinez and Area Director Teody Maglunob.
APO Blood Bank Program – DY 2003-2005
National Blood donation in coordination with the respective counterpart of local chapters of the Philippine National Red Cross in different parts of the country. Despite this, the problem of looking for sources of processed blood for APO members in need remains to be addressed on a systematic and sustainable manner. Thus, the need for a program through which a “Bloodbank” from which APO members can draw their need for processed blood anywhere in the country as fast at least cost as possible was realized. As an initial step to address this need, a Memorandum of Agreement (MOA) was entered into through NP Rodrigo V. Mapoy with the Quezon City Red Cross represented by Congressman Dante Liban on January 25, 2005. The MOA served as basis of a series of mass blood donation activities in the run-up to the March 18, 2005 – the 100th birthday of Librado I. Ureta – a nationwide blood letting activity coordinated by the Regional Directors thru the respective Section Chairs.
Medical, Dental And Optical Outreach Program – DY 2003-2005
Adopted as a national service outreach program in which free consultations, treatment, medicines and tooth extraction are among the basic services offered. The roster of collegiate chapters based in educational institutions offering medical, dental and allied courses is growing longer. The manpower resources available for the program continuous to grow. Conducted a national free medical, dental and optical mission on May 24, 2005 at Surigao City in coordination with APO-ACNA, APO-MAFI, APO-DAP and APO Surigao AA.
ICAPO – DY 2003-2005
Robert J. London, APO-USA National Executive Director headed the US delegation and attended the APO-Philippines National Biennial Convention held at Surigao City on May 25-28, 2005.
Constitutional Commissions – DY 2003-2010
Fully aware of the importance of Constitutional Commissions created under the new Code of By-laws, the first official action taken by the National President was to appoint the Chairpersons of the various Constitutional Commissions whose term of office will outlive the tenure of the National President. They are the Commission on Membership, Commission on Elections, Commission on Ways and Means, Commission on Audit, Commission on Scouting, Commission on International Relations and Council of Elders.
Commission on Scouting – DY 2003-2010
The Commission has actively organized Balik- Scouting Program and Rover/Roverette Scout vigil trainings. Its active involvement in the promotion of Rover Scouting in close coordination with the Boy Scouts of the Philippines, as well as its participation as part of the technical working group, that prepared the National Service Training Program (NSTP) – Civic Welfare Training Service (CWTS) Scouting Program in which laid the foundation for the active participation of our collegiate chapters in implementing these mandatory programs for college students in lieu of the military training.
Commission on Membership – DY 2003-2010
The Commission has came out with the Rules and Procedure on membership and new Guidelines on the Application/Renewal of APO ID which were approved by the joint Executive – Legislative Board meeting on July 23, 2003. It is envisioned that this system will put in place a self-checking mechanism to avoid issuance of ID to non-APO members.
Commission on Ways and Means – DY 2003-2010
The Commission has adopted the APO Visa Affinity Card as sustained fund raising activity. The program aims to systematically convince at least 3,000 members with generally acceptable credit ratings in financial institutions to join the circle using specially designed credit cards that bears the seal of APO with one year from launch date of the program.
Commission on Elections – DY 2003-2010
To institutionalize the election process of APO, the BOD amended and approved the APO Omnibus Election Code of 2003 proposed by the Commission on December 14, 2003.
APO Blood Banking Program and Emergency Response Teams (ERTs) – DY 2005-2007
A total of 568 Donors’ Membership Cards have thus far been deposited into the APO Blood Bank managed by the Blood Bank Committee. The Philippine National Red Cross (PNRC) awarded APO Philippines the “Diploma of Service” on July 26, 2005 and the “Scroll of Honor” on July 21, 2006 in “recognition and deepest appreciation of our sustained collaboration in the Red Cross ideal of serving for the well-being of men”. Another Memorandum of Agreement involving how the program could be replicated across the country was entered into with the National President Jimmy U. de Castro and PNRC Chair Richard Gordon. Incorporated into the national MOA was the organization and training of ERTs. All Collegiate Chapters and Alumni Associations are hereby encouraged to submit the list of members who are willing to be included in the PNRC Corps of Volunteers to the nearest PNRC chapter. Finally, collegiate chapters are hereby enjoined, in line with the APO Pledge Program, to require Pledges to donate blood (in lieu of a Doctor’s Certificate) and volunteer themselves to the PNRC as a prerequisite to membership.
Trees for Peace – DY 2005-2007
The program is a renamed of Project Oxygen Belt, a national tree planting drive, of which was a joint and strategic venture of Alpha Phi Omega together with the Department of Environment & Natural Resources (DENR) and Bureau of Plant Industries (BPI). Also, adopted the “Trees for Peace” in cooperation with the Local Waterworks Utilities Administration (LWUA). A National Tree Planting Drive was held on September 26, 2005, and another activity on September 24, 2006, in coordination with the DENR, BPI and LWUA in celebration of “National Peace Consciousness Month (September 2005 & 2006), of which the program has given and will continue to give collegiate chapters and alumni associations the opportunity to adopt specified areas within the watersheds of the sources of surface water in their respective areas and thus contribute to the continued operation of vital water impounding facilities of Local Water Districts.
Overseas Placement Program – DY 2005-2007
To alleviate and improve the state of economic affairs of the members, the BOD authorized the Commission on Membership to lay the grounds for a special overseas recruitment policy for the members as well as their relatives to seek overseas employment without the usually prohibitive initial cash outlay for replacement fees. After arrangement has been made for the collection of the said fees through salary deductions, a Memorandum of Agreement was entered into with the NP Jimmy de Castro; Eduardo Mahiya, President of Overseas Placement Association of the Philippines (OPAP); Ernesto E. Salting, Vice Chair of Commission on Membership & Chair of APO Overseas Placement Program; and Constantino T. Lopez, Jr., Chair of Commission on Membership.
APO Visa Card – DY 2005-2007
The program is a means to continuously raise funds for the operations of APO Philippines without additional burden on the part of the financially able members. A Memorandum of Agreement was entered into with the NP Jimmy de Castro and Union Bank for the issuance of an APO Visa Card. These cards will be used for free to qualified members. Initially, the visa card will bear a second liner – ” ALPHA PHI OMEGA” – under the name of the cardholder. The cards will be replaced with specially designed card that highlights the APO Seal and Coat-of-Arms as soon as the 3,000 mark is reached.
APO Pledge Program – DY 2005-2007
The BOD approved a revised APO Pledge Program, that in essence is basically a step-by-step of the Standard Training Procedure. Rover Scout Vigil Training was incorporated into the APO Pledge Program in which all Pledges shall be required to undergo the said training before being granted into collegiate membership.
Partnership with Gawad Kalinga – DY 2005-2007
A joint project with Gawad Kalinga under GK Executive Director Antonio “Tony” Meloto, in line with the organization program of service and in search of meaningful ways to help address one of the glaring problems of the country – Lack of Decent Housing for Underprivileged Sectors of Society. The National Executive Council tasked Magleo Adriano, RD NCAR, as the Coordinator for the fund-raising initiated by APO-AA Greater Los Angeles and eventually backed-up by the APO-ACNA, and to supervise the disbursement of funds for the construction of an APO Health Center for the benefit of typhoon victims of the flashflood and landslide in Ginsaugon, St. Bernard, Leyte on February 17, 2006. The fund drive was able to raise PhP 200,000.00 of which it was turned-over to Gawad Kalinga. During the ground-breaking ceremony on March 2, 2007 at the GK St. Ignatius Village, Liloan, Southern Leyte, the need for transportation and food subsidy for volunteer members was ascertained. PhP 20,000.00 was allocated for the purpose. To follow through this initial step in helping build holistic communities, APO-Qatar AA has donated PhP 350,000.00 for the construction of a multipurpose hall in Bicol. While appreciating APO’s efforts to participate in the program, the Gawad Kalinga has challenged APO to help them build communities by encouraging the members to enlist in the “Isang Milyong Bayani” program wherein volunteers ideally give four (4) hours a week for at least one month in the construction of houses for GK communities.
