Rodrigo R. Duterte has added three new assistant secretaries to the Department of Information and Communications Technology (DICT) after appointing three undersecretaries earlier.<\/p>\n<div id=\"attachment_34212\" class=\"wp-caption aligncenter\">\n<p class=\"wp-caption-text\">The new appointees are ex-policeman Allan Cabanlong, lawyer Carlos Caliwara (Alpha &#8217;76), and engineer Alan Silor.<\/p>\n<\/div>\n<p>They will join assistant secretary for legal affairs John Henry Naga, who was earlier appointed by Duterte alongside undersecretaries Eliseo Rio, Denis Villorente, and Jorge Sarmiento.<\/p>\n<p>Cabanlong, the current executive director of the Cybercrime Investigation and Coordination Center (CICC), will serve as assistant secretary in concurrent capacity.<\/p>\n<p>Caliwara, on the other hand, is a practicing lawyer and a legal consultant of the Liga ng mga Barangay sa Pilipinas. He is also a former municipal legal officer of Tayabas, Quezon.<\/p>\n<p>Like Duterte and DICT secretary Rodolfo Salalima, Caliwara is a law graduate of San Beda College. He completed his undergraduate degree at the Far Eastern University.<\/p>\n<p>Silor, meanwhile, is a former president of the Caraga ICT Council and is based in Butuan City, Agusan del Norte.<\/p>\n<p>He described himself in his Facebook page as \u201ca proud volunteer and supporter of the platform of President Duterte.\u201d<\/p>\n<div id=\"attachment_34210\" class=\"wp-caption aligncenter\">With the new appointments, the top officials of the DICT are now composed of four lawyers (Salalima, Sarmiento, Naga, and Caliwara) and four engineers (Rio, Villorente, Cabanlong, and Silor).<\/div>\n<div class=\"wp-caption aligncenter\"><\/div>\n<div class=\"wp-caption aligncenter\">Source:<\/div>\n<div class=\"wp-caption aligncenter\">http:\/\/newsbytes.ph\/2016\/11\/21\/malacanang-appoints-3-new-assistant-secretaries-for-dict\/<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Pres.
