The first official international relationship and communication between the APO-Phil and APO-USA was held on December 16,1950, when the APO-USA NP Arno Nowotny in his letter as noted in the 25th anniversary issue of the Torch & Trefoil wrote ” Our service program stands as the most important achievement of our organization,a program which has become a vital part of the campus life of the United States, and I am delighted that now the principles of our fraternity have spread to Far Eastern University with the founding of Alpha Phi Omega of the Philippines”.

Let us therefore begin recollecting the past events in which the APO-Phil and APO-USA have maintained a close relationship from the beginning:

Dec 1952
Dr. Guillermo R. Padolina, Alpha-50, (Nat. Third VP) attended the Columbus, Ohio National Convention(NC).

Aug 1956
Dr. Roy P. Villasor, Alpha-50, (NEB Member), attended and gave a speech at Long Beach, California NC.

Frank Reed Horton wrote later “At the convention,I met a brother from the Philippines. Alpha Phi Omega is international, I concluded”.

1967
APO-USA ended its recognition to the APO-Phil because of the Ferdinand Tabtab hazing case of Eta chapter, UP Diliman, QC.

May 1975
Roger Sherwood,APO-USA National Executive Director wrote a letter to APO-Phil National Council, inviting the APO-Phil to their December 1976 Atlanta, Geogia NC. It seemed this was the end of APO-Phil non recognition since 1967 by the APO-USA.

Dec 1980
Dr. Librado I. Ureta, Alpha-50, who was residing in USA, and APO-Phil delegation headed by Mel S. Gonzalez, Jr, Eta-73, attended the Los Angeles, California NC.This affair paved the way for the official reactivation of APO-Phil recognition by the APO-USA.

Dec 1985
APO-USA NP Erle M. Herbert, went with Dr. Librado Ureta and attended the Los Banos, Laguna NC.

Dec 1986
Carlos Mayorico E. Caliwara, Alpha-76, National Public Relation Director, attended the Houston, Texas NC.

Dec 1987
NP Erle M.Herbert attended the Tacloban NC.

Dec 1988
NP Carlos M.E. Caliwara attended the Denver, Colorado NC.

May 1989
PNP Earl Herbert and NP Dr. Stan Carpenter attended the Davao NC.

Dec 1994
NP Felix J.Marinas,Jr (Eta’73) attended the Dallas-Fort Worth, Texas NC in which he and NP Gerald A. Schroeder formalized the organization and chartering of the International Council of Alpha Phi Omega (ICAPO).

May 1995
NP Wilfred M.Krenek headed the US delegation, including APO ACNA delegation headed by President Gil Magno (Alpha Pi), attended the Zamboanga NC wherein the first ICAPO meeting was held. It was presided by PNP Mama S. Lalanto (Alpha Iota). APO-USA was represented by David A. Emery, ICAPO Chair, while APO-Phil was represented by Agaton C.Labrador, Jr. (Nu’74). Both parties emphazized the coordination of APO-USA and APO-Phil. towards the advancement of the organization. During the meeting, a bilateral agreement was forged between the two countries as to the operationalization of APO as a truly unified internal organization, in which a joint statement on the provision of the ICAPO charter regarding the development of operating policies was signed by NP Felix J. Marinas, Jr. and NP Wilfred M. Krenek.

Dec 1996
Jose H. Policarpio (Epsilon’64), NVP for Finance, Membership and Extension, headed the Filipino delegation and attended the Phoenix, Arizona NC in which he and David A. Emery, International Relation Director signed the ICAPO operating policies.

May 1997
NP Wilfred Krenek headed the US delegation, including APO ACNA delegation headed by President Cesar D. Andal (Pi’67), Filipino Australian-based delegation headed by Gene Cabrera, Jr., (Eta Kappa’75) and Filipino Middle East-based attended the Baguio NC. Another ICAPO meting was held under the ICAPO Chair David Emery.

Dec 1998
There was no official Philippine delegation in the Minneapolis, Minnesota NC, but a number of Filipino members of APO ACNA from American and Canadian cities attended the convention.

May 1999
NP Jack A. McKenzie headed the US delegation,including APO ACNA delegation headed by President Eugene Licauco (Eta ’69), attended the Davao NC. Another ICAPO meeting was held under the ICAPO Chair Allen Wong.

Dec 2000
There was no official Philippine delegation in the Philadelphia, Pennsylvania NC, but a number of Filipino members of APO ACNA from American and Canadian cities attended the convention.

May 2001
NP Jack McKenzie headed the US delegation, including APO ACNA delegation headed by President Mel Gonzales, Jr., Filipino Australian-based delegation headed by Reynato Reodica, Alpha Epsilon-72, and Filipino Middle East-based attended the Subic, Olongapo NC. Another ICAPO meeting was held under the ICAPO Chair Allen Wong.

Dec 2002
There was no official Philippine delegation in the New Orleans, Louisiana NC, but a number of Filipino members of APO ACNA from American and Canadian cities attended the convention.

May 2003
There was no official US delegation in the Bacolod NC, however, APO ACNA President Mel Gonzalez, Jr., headed the Filipino US/Canadian-based delegation, Filipino Australian-based delegation headed by Edgar C. Sanchez (Epsilon Alpha’72), and Filipino Middle East-based attended the convention.

Dec 2004
There was no official Philippine delegation in the Denver, Colorado NC, but a number of Filipino members of APO ACNA from American and Canadian cities attended the convention.

May 2005
Robert J. London, National Executive Director, and David A. Emery, International Relations Director, headed the US delegation; including APO ARNA-ACNA delegation headed by President Dan Maines (Beta); Filipino Australian-based delegation headed by PNP Frank Brosas, and Filipino Middle East-based attended the Surigao City NC. Another ICAPO meeting was held.

Dec 2006
There was no official Philippine delegation in the Louisville, Kentucky NC, but a number of Filipino members of APO ARNA-ACNA from American and Canadian cities attended the convention.

May 2007
Maggie Katz, National President, and ???, representing David A. Emery as International Relations Director, headed the US delegation; including APO ARNA-ACNA delegation headed by President Lester Arevalo (Eta) ; Filipino Australian & Canadian-based delegation headed by Yolly Gacho (Beta), respectively and Filipino Middle East-based attended the Tagaytay City NC. Another ICAPO meeting was held.

The rest was history
